The Government introduced Police Community Support Officers. These officers are not policemen, but have some police powers (e.g. the right to detain an individual for 30 minutes, to demand a name/address) and are employed by the local police purely to patrol areas such as city centres. The PCSOs have a distinctive uniform based on a regular officer, but with bright blue epaulettes, ties and bands around their hats.

The Community Safety Accreditation Scheme (CSAS) enables the police to train and ‘accredit’ individuals working or local councils to undertake basic police tasks, such as issuing fines for dropping litter. The local council employees that will be accredited will be those working in the community such as dog wardens, street wardens and parking attendants/wardens.
These individuals would wear the uniform of their own employers and have a small lapel badge to denote there are accredited under the CSAS.
