You are invited to participate in our survey for performance-based budget allocation. In this survey, all the ARD's will be asked to complete a survey that asks questions about their most important criteria for budget allocation. It will take approximately 10 minutes to complete the questionnaire.


This methodology, called "Conjoint Analysis", where each person is presented with several different choice sets to evaluate, operates with individuals who are asked to choose which set of scenarios they prefer. Conjoint Analysis can be used to understand how decision-makers make trade-offs in budget allocation or understand how decision-makers make trade-offs in attributes (allocation criteria). This can be highly useful and efficient tool in designing a transparent allocation process, understanding allocation process sensitivity, and explaining a clear methodology to the Service Directorate, DOI and OMB.



This is the first step of two. Here we will be gathering information on how you rank individual criterion. The second step will be to choose the top ten criteria (based on your ranking) and present you with several different scenarios where this criteria would be weighted by you. This second step will be also in the form of a survey.
