Hello: You are being asked as a subject matter expert to participate in this Delphi study that seeks to refine and revise proposed Next Generation Emergency Management Core Competencies (NGCC-EM). Your comments and critique within this study will assist in creating a stronger end product. The aggregate responses of study participants will be summarized and integrated into a second draft of the competencies, then redistributed for another cycle of comments. These repeated evaluations will allow a diversity of views to be accommodated, and the inter-relationships between the perspectives to be addressed.
In this study you will be asked to review each competency (12 in total) and asked to what extent you agree or disagree with the competency. You are also encouraged to supply comments in support of, and/or in addition to, your response. At the end of the competency review section, you will have an opportunity to add additional feedback, comments, and suggestions pertaining to this study effort.
It is estimated that this survey will take approximately thirty (30) minutes to complete. Your participation is voluntary. If you decide to participate, you are free to withdraw your consent and to discontinue participation at any time. Completion and return of the survey indicates your consent to participate in the survey. As was stated in your study invitation, your comments within this study will not be identified as your own; however, all study participants will be listed by name in the final reporting of results as homage to your important contributions to this effort. The small group of study participants selected to participate in this group was selected based on the focus group’s belief that they: 1) possessed adequate subject matter expertise; 2) have evidenced commitment to the field of emergency management; and, 3) could provide the level of critical analysis necessary to produce a high quality end product.

It is expected that the second draft of this document, with study participants’ comments incorporated, will be completed and returned to you by mid-February of 2016.
