Membership. NAVOCEANO officers (all services and nationalities) are considered to be members of the Wardroom Mess. Civilian GS-14s and 15s, and NAVOCEANO Reserve Officers are invited to become Wardroom members. Upon the recommendation of the Commanding Officer, special invitations may be extended to persons other than listed above. All members will join the wardroom for a period of one year. Wardroom dues of sixty dollars ($60) will be paid in January at the beginning of the calendar year. If joining the mess after June or departing the mess before June of any calendar year, the dues for that year will be $30. Officers desiring not to be members of the Wardroom Mess must indicate so, in writing, to the Commanding Officer via the Wardroom Mess President. |

Expenditures. Expenditures from the Wardroom Mess are authorized as agreed upon by a majority of the members. Standing authorized expenditures (membership benefits) are contained in paragraph 3d. All other purchases by the Wardroom Treasurer require written approval from the President. |

Authorized Expenditures - One set of collar devices/shoulder boards (preferably devices used in promotion ceremony if one is being conducted) and warfare pin for military officers who qualify at NAVOCEANO. |

Authorized Expenditures - Flowers, or equivalent, for members or their dependents, as well as parents of member or spouse, who are hospitalized. Flowers will be provided upon death in the immediate family of the member or upon death of a Wardroom member’s or spouse’s parent. Cost of flowers shall not exceed $75. |

Authorized Expenditures - Cost of Hail and Farewell for a member and his/her spouse who is being hailed or being bid farewell. Costs shall include meal, beverages, and gratuity. Costs shall not exceed $75. |

Authorized Expenditures - Purchase of command plaque/duty station board for departing member, a gift of shadow box and duty station plaque (retiring military only), command plaque and gift (retiring civilian only), flowers to his/her spouse, and cake and coffee for retirement ceremonies. Gifts shall not exceed $120 (or the equivalent of 2 years dues). |

Authorized Expenditures - Purchase of administrative items such as stamps, envelopes, and checks. Items are to be used only for legitimate Wardroom functions. |

Bylaws. These bylaws may be changed by a vote of a majority of the members and approval by the Commanding Officer. At least 75% of the wardroom must vote on a given topic to be considered acceptable. Of that 75% vote, 51% must choose “yay” in order for the vote to pass. Members desiring to submit a change to the bylaws shall do so by written statement to the President or by proper parliamentary procedures at Wardroom meetings. |

The President shall poll the members within two weeks of receiving the proposed change (if a written suggestion). After the poll has been completed and approved by the Commanding Officer, the changes will become effective immediately. |

If the poll is conducted during a Wardroom meeting, the majority vote of the members present will be used. If a member is unavailable to attend the meeting and wishes to vote, he or she can do so by submitting his or her vote to the President or Treasurer before the meeting. |

These are the standing bylaws of the NAVOCEANO Wardroom as voted upon by its members, submitted by the President of the Wardroom, and approved by the Commanding Officer. Any changes must be made by a vote of a 51% majority of the members and must be approved by the Commanding Officer. |
